What is the Renewal of Licenses

Ensure Compliance Through Timely License Renewals

As per the Central Motor Vehicles Rules (CMVR), 1989, different licenses have specific validity periods and renewal processes. Missing a renewal deadline can lead to penalties or operational disruptions.

Types of License Renewals

1. Trade Certificate Renewal

A Trade Certificate is mandatory for dealers, manufacturers, and importers to operate vehicles without permanent registration.

Rule 35, CMVR 1989: Renewal must be applied for before expiry to avoid penalties.

Renewal Process (Form 16):

  • Submission of existing trade certificate
  • Payment of applicable fee (Rule 81)

2. Vehicle Registration Certificate (RC) Renewal

A private vehicle’s Registration Certificate is valid for 15 years, after which it must be renewed every 5 years.

Rule 52, CMVR 1989: Apply for renewal at least 60 days before expiry.

Renewal Process (Form 25):

  • Roadworthiness certificate (Form 22)
  • Valid insurance certificate
  • Pollution Under Control (PUC) certificate
  • Applicable renewal fee

3. Fitness Certificate Renewal (Commercial Vehicles)

Commercial vehicles must possess a valid Fitness Certificate (FC) to legally operate on roads.

Rule 62, CMVR 1989: Apply for renewal before expiry; vehicle must pass an RTO inspection.

Renewal Process:

  • Submit Form 20
  • Physical inspection at RTO
  • Valid PUC & insurance
  • Applicable fee

4. Permit Renewal for Commercial Vehicles

Transport vehicles with State or National permits need timely renewals to remain in legal operation.

Rule 83, CMVR 1989: Apply for renewal before permit expiry to prevent lapsing.

 Renewal Process:

  • Submit Form 46 or Form 48
  • Valid Fitness Certificate
  • Payment of road tax and permit fee

5. Authorization Certificate for Transport Vehicles

Required for operating a transport vehicle outside the state of registration.

Requirement: Needed for inter-state movement of commercial vehicles.

Renewal Process :

  • Apply through respective RTO
  • Submit valid permit, fitness, and tax documents

6. Fleet Operator / Aggregator License Renewal

Transport aggregators or fleet operators must renew their operational licenses periodically.

Requirement: Applicable to taxi operators, logistics providers, and EV fleet companies.

Renewal Process :

  • As per state transport policy
  • Includes renewal of safety compliance, driver records, and vehicle details
